High Risk Manufactured Water Systems

The SA Public Health (Legionella) Regulations 2013 and Guidelines for the Control of Legionella in Manufactured Water Systems in South Australia came into operation on 16 June 2013. This legislation impacts all Building Owners that have new or existing Cooling Towers, Evaporative Condensers and/or Warm Water Systems, collectively referred to as High Risk Manufactured Water Systems (HRMWS) located on their premises.

The Regulations have been developed to protect public health through the proper management and operation of HRMWS. Poorly managed systems can support the growth of Legionella bacteria, the cause of Legionellosis (Legionaires' Disease)

Registering a High Risk Manufactured Water System with Council

To register a High Risk Manufactured Water System with Council simply forward the completed Registration Form to an Environmental Health Officer as per the details below:

An annual registration fee is associated with the registration and renewal of all HRMWS. Please note that registrations are not complete until the registration form has been submitted and the fee has been paid. A certificate will then be provided to confirm registration.

Reporting a Presence of Legionella

Under the Public Health (Legionella) Regulations 2013, if legionella is detected (at or greater than 10cfu/ml in warm water systems or at or greater than 1000cfu/ml in a cooling water system) in a High Risk Manufactured Water System, the owner of the system is required to notify Council within 24 hours of the detection.

To report a detection please forward the completed Notification Of Legionella Detection In A Water Sample form to an Environmental Health Officer as per the details below:

Decommissioning or Removal of a High Risk Manufactured Water System

Council need to be notified once a High Risk Manufactured Water System has been decommissioned or removed.

To notify Council please forward the completed De-Commissioning or Removal of a High Risk Manufactured Water System Form to an Environmental Health Officer as per the details below:
